Submits to Missouri voters at the 2014 general election (or special election called by governor) a constitutional amendment to article I, section 15

Repeals and replaces the existing search and seizure provision to extend privacy protections to "electronic communications and data"

Requires search warrants to describe electronic data or communications to be accessed with the same specificity as physical locations or items

Establishes that warrants for electronic data access require probable cause supported by written oath or affirmation, consistent with current warrant requirements

Adds electronic communications and data to existing constitutional protections against unreasonable searches and seizures of persons, papers, homes, and effects
