Submits to Missouri voters a constitutional amendment modifying sections 24 and 27 of article IV regarding the governor's budgetary authority, to be voted on at the general election on November 4, 2014, or at a special election called by the governor.

Prohibits the governor from using projections of new revenues from legislation not yet passed by the general assembly when estimating available revenues in budget proposals.

Permits the governor to include unspent fund balances and surpluses from the previous fiscal year in estimated revenues for budget recommendations.

Requires the governor to notify the general assembly by proclamation when appropriations are not expended in equal quarterly allotments, allowing either chamber to reconsider the rate of expenditure as if reconsidering a bill.

Mandates the governor to notify the general assembly by proclamation when reducing appropriations due to actual revenues being less than estimates, with either chamber able to reconsider such reductions at any time during legislative sessions.
