Repeals the current system where the Governor appoints 8 lay members to the state board of education with Senate approval, with no more than 4 members from the same political party

Establishes election-based selection beginning with the 2016 general election, with board members elected by voters based on residence in congressional districts (8 members total, one per district)

Sets initial terms of 2 years for members from congressional districts 1, 2, 5, or 6, and 4 years for districts 3, 4, 7, or 8; all subsequent terms are 4 years with a limit of two full terms or 8 years total

Requires board members to have resided in Missouri for at least 5 years and in their congressional district for at least 1 year immediately preceding election, and prohibits them from being connected to any school or holding other public office

Adds recall provision allowing a board member to be removed by petition signed by at least 25 percent of votes cast for governor in their district, followed by an election held within 60 days of verification
