Submits to Missouri voters a constitutional amendment to restructure the General Assembly's session schedule, effective with the 2014 general election.

Changes the General Assembly to meet on the first Wednesday after the first Monday in January following each general election, with odd-numbered year sessions adjourning May 30th and even-numbered year sessions adjourning March 15th.

Implements different bill introduction deadlines and cutoff dates: 60th legislative day in odd-numbered years and 30th legislative day in even-numbered years for non-appropriation bills.

Requires appropriation bills to operate on two-year budget cycles beginning January 1, 2015, with consideration ending by 6:00 p.m. on the first Friday following the first Monday in May in odd-numbered years.

Specifies that legislators called to special session receive only annual salary with no mileage or daily expense allowances, and that special sessions automatically adjourn after 30 calendar days unless adjourned earlier.
