Repeals sections 2, 5, 7, 9, 10, and 45 of Article III of the Missouri Constitution and replaces them with a new "Fair and Transparent Redistricting Act" requiring submission to voters at the November 2014 general election.

Establishes a state demographer to develop legislative redistricting plans based on federal census data, with the Appellate Apportionment Commission (six appellate judges appointed by the state supreme court) certifying compliance with redistricting standards.

Prohibits districts from being drawn to favor incumbent legislators or other persons and bans use of incumbent addresses or demographic information (except population head counts) in redistricting.

Requires redistricting plans to reflect a "statewide partisan index" calculated from recent Missouri election results, with house districts required to match the partisan index ratio and senate/congressional districts matching it as closely as possible.

Allows Missouri residents to submit competing redistricting maps before June 1st of years ending in "1," with the apportionment commission selecting the best map using detailed evaluation criteria prioritizing partisan balance, preservation of municipalities, and compactness.
