Submits to Missouri voters a constitutional amendment to add Section 11 to Article VIII, to be decided at the November 2014 general election or a special election called by the governor.

Permits qualified voters registered by the fourth Wednesday before election day to vote in person or by mail during the six business days (excluding weekends) immediately prior to and including the last Wednesday before election day.

Requires no voter to provide any reason or explanation for casting an early ballot and prohibits disclosure of whether a voter has cast an early ballot without written authorization from the voter.

Mandates that mail-in ballots be provided only by mail upon written request from the voter, with each request valid for only one general election and no voter receiving more than one ballot.

Requires state appropriations to reimburse local election authorities for costs and expenses associated with early voting activities.
