Submits a constitutional amendment to Missouri voters at the November 2014 general election allowing recall of any elected public official in the state or political subdivisions through voter petition.

Requires recall petitions to be signed by at least 25 percent of qualified voters who voted in the last gubernatorial election and filed within 60 days of the earliest signature.

Prohibits recall of officials who have served less than 6 months or have less than 6 months remaining in their term; limits two-year offices to one recall petition per term.

Specifies valid recall reasons as crimes, incompetence, misconduct, corruption, failure to perform duties, willful neglect, moral turpitude offenses, or oppression in office, with a 200-word maximum statement.

Bars recalled officials from being candidates or appointees to fill the vacancy created by their recall.
