Establishes a four-hour limitation on total floor debate time for discussing overrides of vetoed appropriation bill line items during the 97th General Assembly veto session.

Divides the four hours equally between the floor handler of the underlying bill and the floor leader of the opposition party (or their designees).

Grants the floor handler the right to retain the final one minute of their allocated debate time.

Allows the Speaker to declare unused time waived if no member from either side seeks recognition, permitting the other side to use remaining time.

Maintains that nothing in this rule allows members to speak longer than existing House Rules permit.
