Charges Governor Jeremiah W. (Jay) Nixon with issuing Executive Order 13-14 on November 14, 2013, which requires same-sex couples legally married in other states to file combined Missouri state income tax returns, in violation of Article I, Section 33 of the Missouri Constitution prohibiting recognition of marriages other than between a man and a woman.

Alleges Governor Nixon knowingly omitted key statutory language from Section 143.091, RSMo, in the executive order by citing only partial language while omitting the phrase "unless a different meaning is clearly required," which would have prohibited the order.

Charges Governor Nixon with willful neglect of duty and misconduct in office by failing to faithfully execute Missouri's constitutional and statutory laws and by breaching his constitutional duty under Article IV, Section 2 to ensure laws are "faithfully executed."

Specifies that upon House impeachment, Governor Nixon shall stand trial before a special commission of seven jurists elected by the Missouri Senate under Article VII, Section 2 of the Missouri Constitution.

Directs the Chief Clerk of the Missouri House to prepare and transmit copies of the resolution to Governor Nixon, the Missouri Supreme Court, and the Missouri Senate.
