Missouri Highway Patrol released concealed carry endorsement information for over 163,000 Missourians to the federal Social Security Administration Office of Inspector General in November 2011 and January 2013 based on a verbal request, violating Section 571.101, RSMo, which prohibits disclosure of concealed carry endorsement status as personal protected information.

Department of Revenue unlawfully scanned and retained concealed carry endorsement certificates as part of Real ID Act implementation, contradicting state law requiring confidentiality of concealed carry data, and denied implementation for weeks before admitting the practice.

Articles of Impeachment charge Governor Jeremiah W. (Jay) Nixon with willful neglect of duty under Article VII, Section 1 of the Missouri Constitution for failing to immediately discipline or dismiss executive branch employees in the Highway Patrol and Department of Revenue responsible for these violations of state law.

Upon impeachment by the House, Governor Nixon shall stand trial before a special commission of seven eminent jurists to be elected by the Missouri Senate for the charge of willful neglect of duty.

The Chief Clerk of the Missouri House is instructed to prepare and deliver properly inscribed copies of this resolution to Governor Nixon, the Missouri Supreme Court, and the Missouri Senate.
