Establishes individual campaign contribution limits: $25,000 for statewide offices (governor, lieutenant governor, etc.), $10,000 for state senator, $2,500 for state representative and other public offices, with limits adjusted biennially for inflation

Limits aggregate contributions to any political party committee to $50,000 per calendar year from any single contributor

Prohibits all committee-to-committee transfers, meaning no committee may transfer anything of value or make any contribution to any other committee

Restricts political party committees to only one state party committee per political party, eliminating congressional district committees

Requires committee treasurers and deputy treasurers to reside in the district or county where the committee sits, prohibits individuals from serving as treasurer for multiple committees simultaneously, and bans committees from sharing addresses or using P.O. boxes

Includes a referendum clause requiring voter approval at the November 2014 general election before the act takes effect
