Repeals section 105.450, RSMo and enacts two new sections (105.450 and 105.453) relating to prohibited acts by members of the general assembly

Prohibits members of the general assembly or candidates for such office from accepting compensation of any kind as a paid political consultant for other candidates or office holders seeking state representative or state senator positions, or their candidate committees

Prohibits members of the general assembly from acting as, registering as, or soliciting clients to represent as a lobbyist for two years following the conclusion of their vacancy from office

Defines "paid political consultant" to include activities such as planning campaign strategies, coordinating campaign staff, organizing public events, polling, research, media production, direct mail, phone solicitation, and fundraising

Clarifies that terms used in the new section have the same meaning as defined in sections 130.011 and 105.470
