Repeals and reenacts section 302.020, RSMo, relating to vehicle operation and protective headgear requirements.

Requires operators and passengers on motorcycles and motortricycles to wear protective headgear meeting director-established standards while vehicle is in motion.

Exempts operators and passengers on three-wheeled vehicles that are fully enclosed and contain manufacturer-installed seat belts with shoulder restraints from the protective headgear requirement.

Establishes penalties for failure to wear protective headgear as an infraction with a maximum fine of $25, with no court costs imposed and no points assessed to driver's license.

Maintains existing penalty provisions for unlicensed operation and other violations of motorcycle/motortricycle licensing requirements.
