Repeals and replaces multiple ethics-related sections concerning financial disclosures for public officials, campaign finance reporting, and lobbying regulations in Missouri.

Establishes new reporting requirements for paid political consultants and enhanced disclosure requirements for lobbyists, including detailed itemization of expenditures by category and reimbursement tracking for expenses made on behalf of General Assembly members.

Modifies financial interest statement requirements for state and local officials, including staff of General Assembly members and designated officers of statewide elected officials, with additional reporting periods for mid-year disclosures.

Updates campaign finance rules to change references from "political action committees" to "continuing committees" and requires detailed descriptions of in-kind contributions and expenditures in disclosure reports.
