SB 518 Summary

• Repeals and replaces section 208.166 regarding MO HealthNet managed care services, defining key terms including "prepaid capitated" payment, "primary care case-management," and "specialty physician services arrangement"

• Authorizes the Missouri Department of Social Services to maximize use of prepaid health plans and alternative service delivery methods to provide cost-effective comprehensive health care

• Requires the department to ensure publicly supported neighborhood and community health clinics are utilized as providers, maintain reasonable geographic access to services, and guarantee full freedom of choice for prescription drugs at MO HealthNet participating pharmacies

• Extends the current MO HealthNet managed care program statewide effective July 1, 2015, for all eligibility groups enrolled in managed care plans as of January 1, 2014

• Requires pharmacy benefits for managed care populations to remain under the MO HealthNet fee-for-service program and directs the department to develop a transitional payment plan to preserve current payment levels for community mental health centers
