Establishes new procedures allowing students in unaccredited school districts to transfer to accredited districts in the same or adjoining county, with tuition paid by the student's home district and transportation provided by the home district.

Creates a clearinghouse administered by the Department of Elementary and Secondary Education in metropolitan districts and districts with over 950,000 inhabitants to coordinate and process student transfer requests from unaccredited to accredited districts.

Allows individual school buildings within unaccredited districts to be separately accredited from the district as a whole, expanding educational options for students in struggling districts.

Modifies charter school sponsorship requirements by limiting sponsors for provisionally accredited districts to local school boards or sponsors meeting specific accountability standards, and allowing multiple types of entities to sponsor charter schools in unaccredited districts.

Permits unaccredited school districts to extend school days, increase instructional hours, and lengthen school terms by board resolution to improve student achievement.
