Repeals and replaces sections 105.456 and 105.473 relating to ethics regulations for state officials and lobbyist activities.

Prohibits members of the general assembly and their staff, employees, spouses, and dependent children from accepting any tangible or intangible items, services, or things of value from lobbyists.

Bans lobbyists from making any contributions or expenditures for food, entertainment, lodging, or travel to candidate committees formed by candidates for state representative, state senator, or general assembly members.

Prohibits lobbyists from delivering any tangible or intangible items, services, or things of value to members of the general assembly or their staff, employees, spouses, or dependent children.

Maintains existing lobbyist registration and reporting requirements, including monthly expenditure reports to the ethics commission with detailed categorization of spending on public officials.
