Amends Chapter 163, RSMo by adding Section 163.018 to include pupils ages three to five in average daily attendance calculations for districts and charter schools operating early childhood education programs that meet state board of education standards.

Allows districts and charter schools that have declared themselves as local educational agencies providing full-day kindergarten to count pre-kindergarten students in their average daily attendance for state funding purposes.

Becomes effective only in a school year following a year in which appropriations for subsections 1 and 2 of Section 163.031 fully fund the entire entitlement calculation, and remains effective thereafter regardless of future appropriation levels.

Does not require school attendance beyond what is mandated under Section 167.031 and does not change existing kindergarten attendance provisions in Sections 160.051, 160.053, 160.054, and 160.055.
