Repeals and replaces section 163.036, RSMo, relating to calculation of weighted average daily attendance for state aid distribution to school districts.

School districts may calculate state aid based on an estimate of current year weighted average daily attendance, immediately preceding year, or second preceding year—whichever is greater.

Requires 6 percent interest charged on overpayments exceeding 5 percent of actual entitlement, with the interest and excess deducted from the district's next year apportionment.

Districts sponsoring charter schools under section 160.400 must use only the current year weighted average daily attendance estimate and cannot use data from any preceding year to determine state aid eligibility.
