Establishes the offense of "negligent storage of a firearm" for parents or guardians who recklessly store firearms where a child under 18 can access them, with penalties of class A misdemeanor or class D felony depending on whether the child causes injury, death, or uses the firearm during commission of a crime.

Provides safe storage exceptions when firearms are stored in a securely locked container, equipped with a cable or trigger lock, or kept on the person's body where retrieval would be as quick as if carried.

Requires parents or guardians to notify their child's school district or school in writing within 30 days of enrolling a child or purchasing a firearm, specifying only names and firearm ownership status without detailing firearm types or quantities.

Makes failure to notify a school of firearm ownership an infraction punishable by a fine up to $100, with an additional $1,000 fine for negligent storage violations when notification was not provided.
