Repeals and replaces sections 105.456 and 105.473 relating to ethics and adds new section 130.032 regarding campaign contributions and lobbyist conduct

Prohibits members of the general assembly and statewide elected officials from performing services, selling property, or attempting to influence state agencies for compensation outside official duties, with limited exceptions for adversary proceedings and public document preparation

Bans lobbyists from directly or indirectly delivering travel, tickets, or complimentary entrance to sporting events or musical performances to members of the general assembly, their staff, spouses, or dependent children

Establishes a $2,600 contribution limit per person (excluding the candidate) for any individual elected to public office in any one election, with annual adjustments based on Consumer Price Index beginning January 1st of odd-numbered years

Requires lobbyist registration and monthly reporting of expenditures on public officials, including detailed itemization of gifts, meals, travel, and entertainment, with records open to public inspection for five years
