Repeals and replaces section 160.775, RSMo relating to school district antibullying policies that all districts must adopt by September 1, 2007.

Expands the definition of bullying to include discrimination, intimidation, or harassment motivated by race, color, religion, ancestry, national origin, gender, sexual orientation, intellectual ability, physical appearance, mental/physical/sensory disability, or association with others in these categories.

Removes previous language requiring policies to treat all students equally without specific lists of protected classes, instead explicitly identifying protected categories that warrant special attention.

Requires all antibullying policies to include minimum components such as reporting procedures, investigation protocols, consequences for violations, annual employee training, student education programs, and annual confidential surveys measuring harassment and discrimination experiences.

Authorizes the state board of education to promulgate rules and develop model policies to assist school districts by September 1, 2015, with rulemaking authority subject to chapter 536 provisions and nonseverable if any legislative review powers are held unconstitutional.
