Adds "hobby manufacturer" to Missouri fireworks regulations, defined as any person engaged in making, manufacturing, assembly, or construction of fireworks for sole purpose of personal use.

Requires hobby manufacturers to obtain a permit from the state fire marshal at a fee of $100 per calendar year and must keep the permit readily accessible at the manufacturing site.

Prohibits hobby manufacturers from selling or distributing any type of fireworks to another person.

Updates permit fee structure to include the new hobby manufacturer category while maintaining existing fees for manufacturers ($775), distributors ($775), wholesalers ($275), jobbers ($525), and seasonal retailers ($50).

Establishes that all permit fees collected are deposited to the fire education fund created under section 320.094.
