Establishes the "Clinical Laboratory Science Practice Act" creating state licensure requirements for medical laboratory scientists, categorical laboratory scientists, medical laboratory technicians, and phlebotomists

Creates a 9-member Missouri Clinical Laboratory Science Board appointed by the governor to oversee licensing, examinations, and disciplinary actions

Requires applicants to possess appropriate education (baccalaureate degree for scientists/technicians, high school diploma for phlebotomists), clinical laboratory experience, and pass nationally recognized certification examinations

Provides transition period allowing current practitioners certified or eligible for certification by December 26, 2014, to continue practicing for up to 12 months while applying; after August 28, 2016, all new licensees must meet full requirements

Establishes grounds for license denial or revocation including fraud, incompetence, criminal offenses, false advertising, controlled substance use, and violations of professional standards; violations are class A misdemeanors
