Establishes the "Residential Electronic Products Recycling and Reuse Act" (sections 260.1200-260.1240) to create manufacturer-funded collection and recycling programs for residential electronic devices including computers, monitors, televisions, and printers

Sets statewide recycling goals based on state population (2.5 pounds per capita for 2015) with individual manufacturer goals determined by market share for televisions and return share for computers/monitors/printers, with penalties up to $5,000 plus $1,000 per day for non-compliance

Requires manufacturers to register with the Missouri Department of Natural Resources, pay annual registration fees ($10,000 in 2015, $5,000 thereafter), and ensure collected devices are recycled by registered dismantlers/demanufacturers meeting strict environmental and operational standards

Mandates retailers provide end-of-life recycling information at point of sale and prohibits sale of devices from unregistered manufacturers; bans disposal of covered electronic devices in landfills or incinerators beginning January 1, 2015 with limited waiver provisions for underserved areas

Repeals the prior "Manufacturer Responsibility and Consumer Convenience Equipment Collection and Recovery Act" (sections 260.1050-260.1101) effective upon implementation of this new comprehensive program
