Prohibits any restriction in planned community declarations or homeowners' association rules that prevents or effectively prevents installation of solar energy systems.

Allows homeowners' associations to adopt reasonable rules regarding solar energy systems covering application procedures, design, architectural standards, location, orientation, installation, operations, and maintenance, but rules cannot prevent installation, impair functioning, restrict use, unreasonably increase operation costs, or reduce efficiency.

Requires solar energy systems to meet applicable state and local permitting authority standards and be subject to architectural covenants of the recorded community declaration.

Mandates homeowners' associations publish solar energy system rules and regulations to members and furnish them to prospective owners upon request.

Entitles the prevailing party in any judicial proceeding arising under this section to recover reasonable attorney fees and costs.
