Requires fines from automated traffic enforcement system violations to be transferred to the local school district where the violation occurred for transportation purposes.

Exempts the fine distribution to school districts from counting toward the district's "local effort" figure under section 163.011.

Defines "automated traffic enforcement system" to include cameras, optical devices, electronic systems, or surveillance systems that record traffic violations including traffic control signal violations, speed restrictions, and other traffic laws.

Includes automated speed enforcement systems that use photographic devices, radar, laser, or other sensors to record vehicle speed and capture the vehicle's license plate at the time of violation.

Defines "surveillance system" as any system using cameras, imaging devices, transponders, GPS, cellular phones, or radio frequency identification devices to determine vehicle ownership or occupant identity.
