Requires new vehicle owners to apply for registration within 15 days after the original owner transfers or assigns title or interest in the motor vehicle or trailer.

Allows buyers who trade in a vehicle to temporarily use the traded-in vehicle's license plates on the newly purchased vehicle for up to 30 days.

Authorizes the Department of Revenue to produce weather-resistant temporary permits valid for 30 days, purchasable from the department, authorized agents, or motor vehicle dealers for up to $5 per permit.

Permits temporary permits to be issued to individuals with salvage vehicles requiring inspection, limited to direct routes between residences and inspection facilities.

Establishes that provisions regarding temporary permits expire July 1, 2019, with effectiveness tied to when the Department of Revenue or authorized producer begins producing temporary permits, or July 1, 2013, whichever occurs first.
