Repeals section 115.124 and enacts two new sections (115.124 and 190.336) relating to nonpartisan elections and emergency services board member recalls.

Allows cities, towns, or villages with 1,000 or fewer inhabitants to adopt a proposal enabling unopposed candidates in nonpartisan municipal elections to assume office without a formal election, provided notice is published in a newspaper of general circulation.

Permits adoption of the unopposed candidate provision through voter approval at any available election, valid for six calendar years and renewable thereafter.

Requires election authorities to hold elections as scheduled if the number of candidates initially exceeds the number of open positions, even if candidates later withdraw to match the number of positions.

Establishes recall procedures for emergency services board members, requiring 25 percent of voters from the most recent gubernatorial election to sign a petition, with recall elections held 45-120 days after petition certification.
