Increases the minimum age threshold for inoperable vehicles from 10 model years to 20 model years old to qualify for the exemption allowing scrap metal operators to purchase vehicles without obtaining certificates of title.

Removes the requirement that scrap metal operators verify with the Department of Revenue whether inoperable vehicles 20+ model years old are subject to recorded security interests or liens before purchase.

Allows scrap metal operators to submit a copy of the seller's state identification and a bill of sale to the Department of Revenue instead of certificates of title for inoperable vehicles that are at least 20 model years old.

Requires the bill of sale form to be designed by the Director of Revenue and include certifications that the vehicle is at least 20 model years old, inoperable, and that the seller has legal authority to transfer ownership.

Directs the Department of Revenue to cancel any certificate of title and registration for motor vehicles upon receipt of the required bill of sale and seller identification documentation.
