Expands student transfer options from unaccredited districts to accredited districts in same or adjoining counties with new application procedures and admission criteria established by receiving districts by August 30, 2014.

Establishes a clearinghouse administered by the Department of Elementary and Secondary Education for metropolitan school districts and large counties classified as unaccredited to coordinate student transfers and provide transportation assistance.

Modifies charter school sponsorship rules to allow additional sponsors including the Missouri Charter Public School Commission and permits continued sponsorship by non-local entities when districts transition from unaccredited to accredited status.

Creates a system for individual school building accreditation within unaccredited districts separate from district-wide classification, allowing students to attend accredited schools within their unaccredited home district.

Allows unaccredited school districts to extend school days, increase instructional hours, and lengthen school terms upon board adoption of a resolution, and permits early school start dates with public notice and board approval.
