Repeals subsection 9 of section 301.227, RSMo, which previously allowed scrap metal operators to purchase inoperable vehicles at least ten model years old without obtaining certificates of title.

Restores the requirement that scrap metal operators must receive original certificates of title, salvage certificates of title, or junking certificates from all vehicle sellers, including those with inoperable vehicles.

Eliminates the exception that permitted scrap metal operators to submit seller identification and a bill of sale instead of title certificates for vehicles at least ten model years old.

Maintains existing requirements for scrap metal operators to forward all received titles to the director of revenue within ten days and keep three-year records of transactions.

Preserves exemptions for licensed salvage dealers and allows insurance companies to obtain salvage titles for stolen vehicles without fees.
