Creates medallion programs for veterans who served during Operation Iraqi Freedom and Operation New Dawn (March 19, 2003 - December 15, 2011) and Operation Desert Shield and Operation Desert Storm (August 7, 1990 - June 7, 1991), with eligibility extended to Missouri National Guard members regardless of residency status.

Expands existing WWII, Korean Conflict, and Vietnam War medallion programs to include Missouri National Guard members who served in those conflicts, even if they were never Missouri residents.

Removes fees for special personalized license plates honoring military members killed in the line of duty and establishes no limit on the number of such plates a qualified family member may obtain.

Adds "Woman Veteran" special license plates for women currently serving or honorably discharged from U.S. Armed Forces, charging a $15 fee in addition to regular registration.

Waives certain business registration and incorporation fees for Missouri National Guard members and active duty military personnel who reside in Missouri and provide proof of service, covering limited liability companies, corporations, partnerships, and fictitious name registrations.
