Qualified motorcycle operators may operate motorcycles or motortricycles without protective headgear if they maintain first-party insurance coverage with a minimum of $50,000 in medical benefits and register their vehicle with distinctive "HELMET FREE" license plates.

Applicants must be at least 21 years old and either have possessed a motorcycle license or endorsement for at least two years, or have completed an approved motorcycle rider training course.

Special "HELMET FREE" license plates are issued by the director of revenue for a $15 fee in addition to regular registration fees and are non-transferable to other persons.

Law enforcement officers cannot arrest or issue citations for headgear violations if the motorcycle or motortricycle is registered in the operator's name and displays the special license plates.

Applicants must provide proof of valid motorcycle license or endorsement, qualified operator status, and proof of maintaining required first-party insurance coverage.
