Repeals and replaces sections 379.011 and 379.012, RSMo, to expand electronic delivery of insurance documents and notices to applicants, insureds, and policyholders.

Permits electronic delivery of insurance notices and documents if parties affirmatively consent, receive clear disclosure of rights (including right to paper copies at no cost), and consent electronically in a manner demonstrating access capability.

Requires insurers to send two additional notices at five-business-day intervals if initial electronic notice lacks verification or acknowledgment of receipt.

Allows insurance policy forms and endorsements without personally identifiable information to be made available electronically on insurer websites instead of mailed, provided forms remain accessible while in force, are retained for five years after withdrawal, and insureds receive notice of changes and access instructions.

Prohibits insurers from charging additional fees to parties who decline electronic delivery or withdraw consent, and authorizes insurers to offer discounts for electing electronic delivery.
