Requires hospitals, clinics, and health institutions to submit charges to a patient's health insurance carrier before filing a lien notice if the patient provides proof of insurance within 30 days of discharge.

Prohibits health insurers from denying payment based on third-party liability and prevents healthcare providers from seeking patient payment for amounts exceeding the patient's financial obligation under the health benefit plan.

Caps lien amounts to customary charges for services (not exceeding $25 per day for basic care) and requires liens to be reduced by insurance benefits, contractual adjustments, and write-offs.

Reduces liens by the contracted insurance discount rate if the healthcare provider fails to submit charges to the patient's health carrier or pursue available insurance claims.
