Declares the "Second Amendment Preservation Act" stating that federal firearms restrictions that don't govern military forces are void in Missouri and prohibits state enforcement of certain federal gun control measures.

Lowers minimum age for concealed carry permits from 21 to 19 years old (or 18 if active military/honorably discharged) and changes permit validity from date of issuance to last day of month issued.

Allows school districts to designate teachers or administrators as "school protection officers" authorized to carry concealed firearms or self-defense spray devices on school property with required training and public hearings.

Prohibits health care professionals from inquiring about, documenting, or reporting firearm ownership unless medically necessary or court-ordered, and prevents electronic medical record systems from requiring firearm ownership data.

Makes Section 1.320 (Second Amendment Preservation Act) effective January 1, 2017, or earlier if four other states enact similar language or new restrictive federal actions occur.
