Prohibits the state of Missouri and all political subdivisions from adopting or implementing policy recommendations that infringe or restrict private property rights without due process, whether originating from or traceable to the United Nations' Agenda 21 (1992) or other international law that violates the U.S. or Missouri Constitution

Defines "political subdivision" to include counties, incorporated and unincorporated cities, public local entities, and public-private partnerships

Prohibits Missouri and all political subdivisions from entering into agreements with, expending money on, receiving funds from, or contracting services with nongovernmental and intergovernmental organizations as defined in Agenda 21
