Repeals existing language limiting parking regulations "at" the capitol grounds and replaces it with regulations "for all parking space" upon capitol grounds and other state buildings in the capital city.

Prohibits any parking spaces on capitol grounds from being designated for use by private persons or entities; all non-employee parking must be designated for general public use, with appropriate spaces reserved for handicapped parking.

Prohibits private persons or entities from maintaining offices or reserved spaces in the State Capitol building, with a deadline of August 28, 2014 for removal of any existing private offices or spaces.

Exempts the senate and house chambers and their galleries from the prohibition on private use of State Capitol building space.

Authorizes the board of public buildings to construct an office building in Jefferson to house state offices currently in rented quarters within Cole County.
