Establishes the "Missouri Liberty Preservation Act" to prohibit Missouri from providing material support or participating in implementation of Sections 1021 and 1022 of the National Defense Authorization Act for Fiscal Year 2012 within state boundaries.

Declares Sections 1021 and 1022 of the National Defense Authorization Act for Fiscal Year 2012 illegal within Missouri, citing violations of constitutional protections including the 10th Amendment, First Amendment, Fourth Amendment, Fifth Amendment, Sixth Amendment, and 14th Amendment.

Directs the Department of Public Safety to report to the governor and general assembly any attempts by federal government agencies to implement Sections 1021 and 1022 through state department operations.

Makes it a Class B misdemeanor for Missouri public officers, employees, or state contractors who enforce or attempt to enforce the federal provisions in violation of this act.

Makes it a Class A misdemeanor for federal officials, agents, employees, or federal contractors who enforce or attempt to enforce the federal provisions in violation of this act within Missouri.
