Removes the August 28, 2017 expiration date from subsection 13 of section 37.005, making permanent the authority for boards of governors and regents at specified public higher education institutions to convey or transfer real property interests (except in fee simple) for fair market value without General Assembly authorization.

Applies to Missouri Western State University, University of Central Missouri, Missouri State University, Missouri Southern State University, Southeast Missouri State University, Northwest Missouri State University, Harris-Stowe State University, and Lincoln University.

Institutions remain prohibited from conveying or transferring fee simple title to real property without General Assembly authorization, but may grant easements without further legislative action.

Enacted as emergency legislation to allow higher education institutions to respond promptly to potential property lessors without delays from the legislative process.
