Prohibits solicitation of expenditures, fundraising activities, or events supporting or opposing candidates, ballot measures, political parties, or party committees on property owned or leased by the state or political subdivisions.

Adds definition of "paid political consultant" and prohibits statewide elected officials and general assembly members from accepting compensation as paid political consultants for other statewide officials, members, or campaign committees.

Prohibits members of the general assembly and statewide elected officials, along with their staff, employees, spouses, and dependent children from accepting tangible or intangible items, services, or things of value from lobbyists unless valued at $50 or less.

Bans general assembly members from acting, serving, or registering as a legislative lobbyist while serving or within two years after leaving office.

Requires lobbyists to deliver written notification of gifts or items to general assembly members and their associated persons only if valued at $50 or less, and establishes expanded reporting requirements for lobbyist expenditures.
