Increases the criminal case surcharge from $2 to $4 per case for counties or cities with domestic violence shelters established under sections 455.200 to 455.230.

Applies to municipalities within counties that have domestic violence shelters and to counties or municipalities whose residents are admitted to shelters in other counties.

Exempts surcharge collection when proceedings or defendants are dismissed by court or when costs are paid by the state, county, or municipality.

Requires municipal clerks to disburse collected surcharges to cities at least monthly, and circuit court clerks to disburse according to sections 488.010 to 488.020.

Restricts use of collected funds exclusively to provide operating expenses for shelters for battered persons as defined in sections 455.200 to 455.230.
