Repeals and replaces section 195.010 of Missouri's controlled substances statutes to redefine terminology used throughout the controlled substances laws.

Changes the definition of "ultimate user" to explicitly include members of a person's immediate family regardless of whether they live in the same household, expanding from prior language limiting use to household members.

Defines "immediate family" to include husband, wife, parent, child, sibling, stepparent, stepchild, stepbrother, stepsister, grandparent, and grandchild.

Replaces pronouns throughout the statute (changing "his" to "such person's") to use gender-neutral language in all definitions.

Contains comprehensive definitions of 42 terms related to controlled substances, including definitions for addicts, drug paraphernalia, synthetic cannabinoids, narcotic drugs, and various manufacturing and distribution activities.
