SB 645 Summary

• Establishes the Division of Professional Registration as a type III transfer within the Department of Insurance, Financial Institutions and Professional Registration, headed by a governor-appointed director.

• Prohibits the director from changing professional license renewal dates before the current renewal date occurs, and allows licensing periods of one, two, or three years with registration fees held constant throughout each period.

• Creates the Professional Registration Fees Fund to collect prorated contributions from each professional board for division services and rent, with transfers made by July 1 of each year or on an alternative date approved by the director.

• Designates 15 professional boards and commissions (accountancy, cosmetology, architecture, chiropractic, healing arts, dental, embalming, optometry, nursing, pharmacy, podiatric medicine, real estate appraisers, and veterinary medicine) as assigned to the division with governor appointment subject to senate confirmation.

• Limits full-time equivalent executive directors to serving on one board or commission, or a combination of boards with no more than 2,000 total licensees, while allowing service in other staff capacities on multiple boards.
