Amends Chapter 188, RSMo by adding Section 188.125 to protect alternatives-to-abortion agencies and their officers, agents, employees, and volunteers in their rights to freely assemble and engage in religious practices and speech without governmental interference.

Preempts political subdivisions from enacting or enforcing measures that prohibit, restrict, or adversely affect alternatives-to-abortion agencies' assembly, religious practices, or speech, including counseling, referrals, education, advertising, and communications with clients and the public.

Permits political subdivisions to enforce zoning, land use, building, and fire code regulations if they treat alternatives-to-abortion agencies the same as similarly situated agencies and do not circumvent the intent of this section.

Allows courts to order injunctive relief, damages, attorney's fees, costs, and expenses in enforcement actions, with these remedies in addition to any other remedies permitted by law.

Defines "alternatives-to-abortion agency" as maternity homes, pregnancy resource centers, or entities with the primary purpose of providing services or counseling to pregnant women to assist in carrying pregnancies to term or with child care and adoption.
