Extends MO HealthNet eligibility to individuals ages 19-64 with income at or below 133% of the federal poverty level plus 5% as of January 1, 2015, if federal approval is obtained under the Patient Protection and Affordable Care Act.

Requires covered individuals to receive the full health benefits service package, defined as benefits meeting benchmark or benchmark-equivalent coverage requirements under federal law.

Mandates MO HealthNet provider reimbursement rates comparable to commercial payment levels with annual trend adjustments, determined by the Department of Social Services and developed through contracted actuaries.

Limits higher commercial reimbursement rates to services provided exclusively to individuals qualifying under this expansion provision.

Renders the section void if the Affordable Care Act is repealed or if federal funding becomes insufficient to meet the cost-sharing percentages specified in the Act.
