Grants the State Capitol Commission sole authority to enter into contracts with vendors for sales of items, food, and alcoholic and non-alcoholic beverages at events commemorating anniversaries of the state capitol and Missouri, with contracts complying with state provisions in chapter 34.

Grants the Commissioner of Administration sole authority to enter into contracts with vendors for sales of items, food, and beverages at events held at the Missouri State Penitentiary historic site in Jefferson City, with vendors permitted to subcontract services.

Both authorities under this legislation expire on December 31, 2024.

Creates the "State Capitol Commission Fund" to receive moneys from non-appropriation sources including private gifts, donations, and grants, which shall be appropriated by the general assembly only for purposes designated by the commission.

Authorizes the State Capitol Commission to accept gifts, bequests, donations, and grants for preservation, improvement, renovation, and restoration of the capitol, and permits the commission to copyright works and license them for fees credited to the capitol commission fund.
