Grants the Missouri Coordinating Board for Higher Education authority to enter into interstate reciprocity agreements for postsecondary distance education and approve or disapprove applications from Missouri institutions to participate in such agreements.

Requires the coordinating board to establish institutional approval standards including definitions of physical presence for non-Missouri institutions serving Missouri residents and consumer protection policies addressing recruitment, marketing, tuition disclosure, admissions, and student complaints.

Authorizes the coordinating board to establish policies for reviewing and resolving student complaints arising from distance education programs offered under reciprocity agreements.

Permits the coordinating board to charge fees to institutions applying to participate in interstate distance education reciprocity agreements, not to exceed the board's costs of reviewing and evaluating applications.

Requires the coordinating board to promulgate rules implementing these provisions in compliance with Missouri's Administrative Procedure Act (chapter 536), with any rules adopted after August 28, 2014 subject to general assembly review and disapproval authority.
