Senate Bill 708 Summary

• Adds "emergency worker" definition as a registered voter engaged in responding to an emergency declared in Missouri, another state, or by the federal government

• Allows emergency workers to request absentee ballots until 5:00 p.m. on the Monday immediately prior to an election if an emergency is declared after the normal deadline

• Permits election authorities to provide absentee ballots to emergency workers and accept completed ballots via mail, facsimile transmission, or electronic transmission during a declared state of emergency

• Requires absentee ballots cast by emergency workers to be received by the time polls close on election day to be counted

• Declares the act effective immediately to apply to elections prior to August 28, 2014
